David is a Partner in KPMG’s Energy and Natural Resources practice with a focus on the Power & Utility industry. He is a Chartered Professional Accountant with over 11 years’ experience providing audit and accounting advisory services to numerous rate-regulated entities across Canada applying IFRS and US GAAP. David works closely with management of his clients and has in-depth experience in rate-regulated accounting and the impacts of rate-regulation on complex transactions.

David provides management advice and best practice examples related to implementing a top-down controls based approach to meet Canadian internal control over financial reporting (ICFR) and US ICFR requirements. He also provides advice and guidance on complex accounting issues including, business acquisitions, joint ventures, share based payments, financial instruments including convertible debentures and derivative instruments, revenue recognition, and capitalization of costs to be included in rate base.

He has experience with initial public offerings, Canadian and US Securities prospectus offerings with public utility companies. He has assisted with over 30 transactions involving the issuance of public equity and debt securities.

He provides regular updates and annual training on accounting and regulatory matters to the Power & Utility Industry.
