In spite of heavy investments in public service delivery, the citizens’ expectation gap continues to widen. Many governments in developing economies are unable to meet citizens’ expectations in the quality of public services. This brief is based on the experience of IDAS advisors in undertaking capability reviews across several ministries, departments and independent agencies looking at the history and key drivers of public service delivery, linking institutional capacity to results.
