Ten years have passed since the last population census in the Czech Republic was performed. On 27 March, the 2021 Population and Housing Census began, for the first time offering a possibility of online participation. Whether filled out online or on paper, participation by 11 May is mandatory for everyone, including foreign nationals staying in the country longer than 90 days and for Czech nationals residing abroad. 

WHY THIS MATTERS

Companies and globally-mobile workers should be aware of the 11 May deadline for completing the 2021 census. Participation in the population census is mandatory for all Czech nationals (including those who reside abroad) and for long-term foreign nationals as well. This means that all foreign nationals residing in the Czech Republic through a Permanent Residence Permit or a Long-term Residence Permit for over 90 days must complete this census. Not participating may result in a fine of CZK 10,000.

Two Ways to Participate

The 2021 census has the option of online participation. Online access began 27 March 2021, and is scheduled to end on 11 May. The form can be filled out on the website of the Czech Statistical Office1 or via the Android or iOS app.

For those who decide not to fill out the census online, the paper forms will be distributed by authorised personnel beginning 17 April. The paper forms also may be found at contact points that have been established at selected branches of the Czech Post and regional administrations of the Czech Statistical Office. Paper forms are also due 11 May. Those who fulfill the obligation online do not have to participate in the paper part. 

Information

The current population census covers half as much data as the last one performed in 2011. Information is gathered on all the occupants of the house or apartment where the respondent and other persons live together, their achieved education, employment and means of transport to work or school. Taking into account the coronavirus pandemic,  the census asks those who currently work from home to fill out the way they commute to their workplaces “as usual,” meaning how they commuted before the pandemic and how they will commute after its end. The form may be completed by one respondent on behalf of the whole family of one household, as its members will be connected through the form. 

For Whom Census is Mandatory

The population census is mandatory for all Czech nationals both residing in the Czech Republic and abroad, including those who do not have a residence there but who live in the Czech Republic (e.g., those who returned from abroad but have not yet registered their residence). The census also concerns foreign nationals residing in the Czech Republic through the Permanent Residence Permit, Long-term Residence Permit for more than 90 days, or those who have been granted asylum, subsidiary protection or temporary protection. The obligation applies regardless of whether they are currently in the Czech Republic. Only those who stay for less than 90 days (e.g., tourists or business travellers) and diplomats are excluded from the census. The forms are available in foreign languages, including English, German, Polish, Russian, Romani, Ukrainian and Vietnamese. The online forms and mobile apps work in these languages as well.

The results of the census will be processed by the end of this year and published in 2022.
