USTR proposes EU products for tariff countermeasures

The Office of the United States Trade Representative (USTR) announced that it has begun its process under Section 301 of the Trade Act of 1974 to identify products of the European Union (EU) to which additional duties may be applied until the EU removes subsidies to Airbus that the World Trade Organization (WTO) has found to have caused adverse effects to the United States.

According to the USTR release, the estimated harm from the EU aircraft subsidies is U.S. $11 billion in trade each year. The amount is subject to an arbitration at the WTO, expected to happen this summer. 

The USTR released for public comment a preliminary list of EU products [PDF 221 KB] to be covered by additional duties. The preliminary list contains a number of products in the civil aviation sector.  Once the WTO arbitrator issues its report on the value of countermeasures, the USTR will announce a final product list covering a level of trade commensurate with the adverse effects determined to exist.
