Panama: Temporary import regime for “processing goods”

In Panama, there is a regime that allows for a percentage of “processing goods” to be imported without being subject to the normal rules for customs duties.

With respect to foreign trade branches, the customs duty-suspense regime of "temporary importation" allows for the duty-free entry into Panama’s customs territory of imported goods that are destined to be re-exported after being subjected to a process of transformation, elaboration, repair or some other process authorized by the corresponding Regional Administration of Customs (Administración Regional de Aduanas).

These measures reflect provisions of the Central American Uniform Customs Code (Código Aduanero Uniforme Centroamericano—CAUCA), as adopted by Panama in 2013. In some instances, following a customs declaration under the customs duty-suspense regime of temporary admission, the temporary import may be allowed as a “permanent importation.”
