Silvester is a Partner with KPMG China's IT Advisory Services practice. He has over 15 years of professional experience in providing Digital Transformation, IT Strategic Planning and IT Governance advisory and consulting services to clients in various lines of business, including large SOE and MNC Groups especially in the Financial Services, Real Estate and Infrastructure sectors. Silvester is also the ASPAC Lead Partner of KPMG’s Connected Enterprise proposition team, enabling member firms across the region to develop and roll-out this KPMG signature methodology and solution around Digital Transformation.

Professional and Industry Experience

As Partner-in-Charge of KPMG China’s CIO Advisory team, Silvester Liu has substantial practical experience on enterprise level transformation, digital transformation, Enterprise Architecture design, IT Target Operating Model (TOM) design, IT governance and IT service management, relevant regulatory compliance gap analysis, business requirement analysis and change management. Led teams to assist a number of MNC clients in China regarding their digital transformation and IT strategic planning projects, responsible for the clients’ overall business digital strategy, EA modernization and IT governance evolvement. The EA domains in these credentials cover Business, Application, Data, Infrastructure and Cyber architectures as well as EA governance (IT architecture management).

Led teams to assist a series of influential Chinese local clients to set up their IT governance and IT TOM based on regulatory requirements and the clients’ internal business demands and transformation needs. These projects involved current state diagnosis, benchmarking & gap analysis, TOM design and change/ transition management for a series of domains including IT governance & support model, IT organization & people, IT service management, business technology management, etc.
