Canada: Feedback requested on draft regulations to modernize CBSA’s systems and business processes

The Canada Border Services Agency (CBSA) is asking for trade chain partners to provide feedback on the draft CBSA Assessment and Revenue Management (CARM) regulations by 10 January 2023.

The draft CARM regulations are intended to support the final phase of CARM (scheduled for October 2023) that will modernize the CBSA’s systems and business processes used to assess and collect duties on imported goods.

The draft regulations, which include changes to regulations under the Customs Act and the Customs Tariff, are intended to:

  • Establish requirements for electronic communication between CBSA and trade chain partners
  • Implement simplified billing cycles
  • Impose requirements for electronic administration
  • Establish new financial security measures
  • Update outdated references and language
