Finland: Updated versions of FATCA and CRS guidance

The tax administration of Finland issued an updated version (v2.1) of FATCA technical guidance and an updated version (v1.9) of common reporting standard (CRS) technical guidance.

The updated FATCA technical guidance includes changes:

  • Updating the section on “AccountHolder” structures related to the taxpayer identification number (TIN)
  • Updating the section on verification made by the “Notifier” service related to birthdates
  • Providing that if the TIN listed is AAAAAAAAA or 000000000, and if the birthdate information is missing, a notification will be generated; and if the U.S. TIN is missing, the IRS will send an error notification to the tax administration of Finland

The updated CRS technical guidance includes changes:

  • Updating the minimum and maximum length of elements and attributes, according to the CRS 2.0 schema
  • Updating the mailbox element found in an address structure (which cannot be declared empty)
  • Updating the section on the “ilmoitin.fi” service related to identification

The changes to the CRS technical guidance will be effective beginning 15 December 2020.
