Poms Brings Deep Experience on Recent Regulatory Guidance and Taxation of the Digitalized Economy, Augmenting the Firm’s Already Strong Washington National Tax Practice

At a time when taxation is high on the business and political agenda, Douglas L. Poms rejoins KPMG LLP as a principal in the International Tax practice within Washington National Tax, after serving as International Tax Counsel at the United States Department of the Treasury.


During the second half of his seven-year stint at Treasury, Poms oversaw the work of the Office of International Tax Counsel, including the implementation of the international provisions of the 2017 Tax Cuts and Jobs Act. During his tenure at Treasury, he was also a lead delegate of the United States to the Organization for Economic Cooperation and Development (OECD) on key aspects of the base erosion and profit shifting (BEPS) project and more recently, Pillar Two global minimum tax proposals.

“One area where Doug will make an immediate impact is tackling the recent flood of U.S. international tax regulatory guidance handed down over the past few years, in addition to the voluminous reports coming from the OECD addressing base erosion and profit shifting concerns, and the taxation of the digital economy,” said Manal Corwin, principal-in-charge of Washington National Tax at KPMG LLP. “As the participating jurisdictions continue to negotiate the important issue of how to tax the digitalized economy before the OECD, Doug can provide firsthand perspective to help clients model the effect of the future of global taxation, including how a global minimum tax could interact with provisions within the U.S. tax regime.”


Prior to his role at Treasury, Poms served as a KPMG Tax principal in Washington National Tax from 2011 – 2013, and as a managing director and senior manager for several years before then. During that time, he garnered extensive experience working with clients on a wide variety of international tax matters.


Poms earned both his JD and his BS in Commerce from the University of Virginia and an MBA from George Washington University.
