A decree (published in the official gazette on 6 March 2020) reflects the intention of the Federal Executive to amend the Mexican Constitution to establish that no tax debt forgiveness will be applicable by a presidential decree.

The prohibition against forgiveness of tax debt by presidential decree does not affect the possibility of forgiveness of penalties and surcharges as imposed pursuant to Mexico’s tax law.
