Law Decree no. 124 (26 October 2019) has been published in the official gazette and reflects new value added tax (VAT) measures.

The new measures include:

  • Increased penalties for criminal violations of the VAT rules (including filing false VAT returns, for failing to file VAT returns, for fraudulent reporting on invoices, and for concealment or destruction of documents)
  • Revised rules with respect to the removal of fuel products from VAT warehouses
  • Changes prohibiting “frequent exporters” from purchasing fuel products without VAT
  • Broadened scope of the reverse-charge mechanism to supplies of services provided under contracts and mainly performed at the premises of the customer
  • Input and output VAT ledgers to be provided by the tax authority on its website
