MESA (Middle East and South Asia) is a region that includes members of the Gulf Cooperation Council (GCC) as well as other countries located in the Middle East and South Asia.
In the MESA region, there have been changes in the countries’ tax and regulatory regimes, with recent steps that include improving the exchange of tax information between institutions, regulators, and countries and key to those efforts being the Organisation for Economic Cooperation and Development (OECD) initiative on base erosion and profit shifting (BEPS).
Other initiatives include plans to diversify income sources with the introduction of value added tax (VAT) and excise tax in the GCC.
The KPMG member firms in these 14 countries have prepared a report that focuses on their tax and regulatory regimes as well as economic and financial environments. Read the August 2019 report [PDF 1.43 MB] (154 pages)
