The U.S. Treasury Department and IRS today released for publication in the Federal Register proposed regulations (REG-141739-08) that address when tax-exempt bonds are treated as retired for purposes of Code section 103 and Code sections 141 through 150.
The proposed regulations [PDF 232 KB] are being released to unify and clarify existing guidance that will affect state and local governments that issue tax-exempt bonds. The proposed regulations will appear in the Federal Register on December 31, 2018, and comments and requests for a public hearing must be received by a date that is 60 days after December 31, 2018.
