Ms. Gordon is a managing director in KPMG's Washington National Tax and co-leads the firm’s Federal Excise Tax practice. Her advisory services include excise tax consulting and Internal Revenue Service excise tax controversies and her experience covers a complete range of excise taxes, including manufacturers taxes (e.g., taxable fuel; tires; medical devices), air transportation taxes, environmental taxes (e.g., ozone-depleting chemicals; oil spill, superfund), retail taxes (e.g., alternative fuels; heavy trucks and trailers), foreign insurance tax, alcohol, biodiesel, and alternative fuel credits, and the excise taxes administered by the Alcohol and Tobacco Tax Trade Bureau (e.g., spirits, wine, beer, tobacco, and firearms). Prior to joining KPMG in April 2008, Ms. Gordon was a senior attorney in the Excise Tax Branch of the IRS Office of Chief Counsel, where she was responsible for IRS published guidance on excise taxes (regulations, revenue rulings, revenue procedures, etc.), technical advice to IRS excise tax agents, and letter rulings to taxpayers. She also worked closely with the Treasury Department in developing regulations and legislation in the excise tax area, and with the Justice Department in developing the government’s litigation positions. Ms. Gordon also served as the Chair of the American Bar Association Tax Section’s Energy and Environmental Taxes Committee from 2011-2013.
