Initiatives aimed at cushioning the impact of industrial decline might have grown more sophisticated over the years, but whether they have reaped any greater success is open to debate. While enterprise zones, city grants, regional development agencies and holistic, area-based initiatives have had some success, areas of disadvantage remain concentrated and persistent.

Rather than subsidising businesses directly, or indirectly through tax breaks, is it time to incentivise the private sector by handing them the rewards their investments can make to the public purse?
