What is the SRB?

The Single Resolution Board (SRB) is a resolution authority within the Banking Union and together with the National Resolution Authorities (NRAs) forms the Single Resolution Mechanism.

It was established by Regulation (EU) No 806/2014 on the Single Resolution Mechanism (SRM Regulation) and has been operational since January 2015.

The SRB’s mission is to ensure an orderly resolution of failing banks with minimum impact on the real economy and the public finances of the participating Member States of the Banking Union. This is achieved by setting up the Single Resolution Fund, a fund supported by ex-ante contributions from institutions in scope. The SRB also requests the submission of a Liability Data Report, FMI Report and Critical Functions Report from certain institutions.

The Liability Data Report

During 2016, the SRB collected templates on liability data as at 31 December 2015. A decision has been made to repeat the liability data collection on a yearly basis.

All entities in scope of the Bank Recovery and Resolution Directive (BRRD) and the Single Resolution Mechanism Regulation (SRMR) could be required to fill in the Liability Data Report.

How is data collected and in what format?

Reports from institutions in scope are submitted to respective NRAs.

Based on feedback from the 2016 submissions, the SRB have converted the report into XBRL format to aid in the automation of data collection, storage and analysis. For 2017, it is possible for institutions to send the reports in XBRL as well as Excel format as long as the structure of the file is not changed. It is expected that for 2018 submissions, only the XBRL format will be accepted.
