Chelsea provides advisory services to local, regional and national government clients across the UK in the development of innovative and complex policy, strategies and investment cases.

Chelsea is a director in KPMG’s Infrastructure advisory group, specialising in the infrastructure and economic development sectors. She leads some of KPMG’s most high-profile work in this space; working on major infrastructure projects such as High speed two, Crossrail 2 and East west rail, as well as multi-billion-pound infrastructure, housing and regeneration programmes for cities such as Greater Manchester, Leeds, Birmingham, Glasgow and Belfast.

Chelsea’s work typically involves reform-based policies and funding solutions, with examples including ‘mayoral devolution deals’ and ‘city deals’, as well as ‘land value capture’- based funding approaches. Her work also involves innovative analysis of the benefits of investment; considering the impacts of infrastructure, housing and regeneration policies on the wider economy and society. 

Chelsea’s prior experience includes working as a Senior economic adviser in Her Majesty's (HM) Treasury, where led on local and regional transport spending and devolution, including through the 2015 spending review.
