Lewis is Strategy lead in KPMG’s Infrastructure Strategy practice. This often combines cutting-edge economics, innovative funding approaches and deal making to deliver sustainable growth focused investment programmes, with a particular focus on cities and major transport projects. Lewis has been at the forefront of innovations in infrastructure funding, appraisal and deal-making for 30 years, both inside Government (DFT and HMT) and as a lead adviser in the private sector. His mandates frequently involve devolution, structural reforms, solving complex funding challenges, and negotiations at all levels of Government.
Prior to joining KPMG, Lewis was the Head of the Transport team at HM Treasury, and before that he spent 13 years at the Department for Transport. During his time as a civil servant he was involved in multiple spending rounds, industry restructurings, major project appraisals, and funding deals, in a wide range of roles, including policy, economics, finance and as Private Secretary to the Secretary of State for Transport.
