Beth’s consulting experience has been focused on delivering major regulatory change programmes for both regulators and regulated industries. Prior to her consulting career, Beth was a research associate at the ESRC Centre for Business Research at the University of Cambridge, where she completed her PhD and post-doctorate in regulatory economics.

Beth’s experience includes:

  • Regulatory change management:
    Beth has managed regulatory change programmes and work streams of up to 25 people and budgets up to £9m, including scoping, programme management, target operating model design, business case development, cost modelling, options appraisal, benefits definition and planning, stakeholder and communication planning,  resource modelling, competency framework development, training needs analysis, implementation planning , roll-out support and post-implementation review. Beth has managed consultant, client and joint multi-disciplinary teams and has a Prince 2 Foundation Certificate in project management. She has worked across regulatory areas such as Conduct Risk, SMCR, Treating Customers Fairly and Risk Culture.
  • Regulatory policy: 
    Beth has advised regulators of financial services, healthcare, education and the environment on regulatory practice and processes, including risk-based approaches, effective supervisory and inspection design, modelling the costs and benefits of proposed regulation and reviewing regulatory design. She has completed a one-year secondment at the (then) FSA leading operating model development on the Regulatory Reform Programme. She has also delivered strategic reviews, regulatory consultations and regulatory handbook design as part of the set up process for several new regulators.
  • Culture audits and s166 reviews:
    Beth has led Culture Audits and work streams on several FCA s166 reviews, particularly around reviewing Bank conduct against customer sales standards and Bank governance. Beth has led a Customer Engagement Review work stream to review Bank conduct in a major redress exercise. Beth has also led a major review of Bank
    senior team roles and responsibilities with respect to FSA skilled person requirements. Beth has also led multiple regulatory impact assessments.
  • Target operating model design and implementation:
    Beth has led teams to design and implement target operating models (including processes, governance, services, people and performance frameworks) to allow organisations to successfully reduce risk, meet legal requirements and deliver performance improvement. Beth specialises in taking clients through a structured TOM development and implementation process, tailored to specific organisational needs such as process, people, governance or cultural development.
