Yew Kwong is a Principal Advisor, Tax Dispute Management, with KPMG in Singapore.

Prior to joining the firm, Yew Kwong was with Inland Revenue Authority of Singapore (IRAS) for 28 years where his last-held positions were Chief Legal Officer and Chief Valuer. He also held the statutory appointments of Chief Assessor and Deputy Comptroller of Property Tax under the Property Tax Act. As Chief Assessor and Deputy Comptroller, Yew Kwong was responsible for the determination of annual values of all properties in Singapore and for the collection and enforcement of property tax. As Chief Legal Officer, he dealt with the legal issues of all taxes administered by IRAS including property tax. After leaving IRAS in 2004, he was in practice as a tax lawyer for 8 years, with the last 6 years in Wong Partnership LLP until he joined KPMG in Singapore in April 2012.

Yew Kwong has argued a number of tax cases before the courts and the Boards of Review, including ACC v Comptroller of Income Tax (which concerned withholding tax on interest rate swap payments), ZF v Comptroller of Income Tax (which concerned the income tax treatment of demountable dormitories as plant), Chief Assessor v First DCS Pte Ltd (which concerned the property tax on chillers and an underground circulation network of pipelines) and Clifford Development Pte Ltd v Commissioner of Stamp Duties (which concerned the reconstruction of two companies for stamp duty purposes).

Yew Kwong has authored and co-authored a number of books, including Property Tax in Singapore (Third Edition, LexisNexis, 2015), Stamp Duties Act – LexisNexis Annotated Statutes of Singapore (2015), Butterworths Annotated Statutes of Singapore – Revenue Law (2000), and Development Land and Development Charge in Singapore (Butterworths 1987).
