Customs Services

KPMG’s experienced customs regulation specialists advise on how to take advantage of the special and simplified customs clearance procedures. We also identify the advantages in different customs procedures, conduct customs audits, provide consultation and support on customs issues, verify documentation and represent the interests of our clients in disputes with the customs and tax authorities.

How can KPMG help?

Identifying the advantages in customs procedures:

  • providing recommendations on how to make use of favourable customs procedures when importing certain types of goods (e.g. when importing equipment as a contribution to a company's chartered capital);
  • assisting with obtaining preliminary decisions on the classification of goods and the country of origin;
  • consulting on if and how a company can be added to special customs registers (registers of authorised economic operators, registers of carriers and customs warehouse owners, and registers of temporary storage warehouse owners and customs representatives).

Performing customs audits:

  • auditing import/export operations to confirm whether it is necessary to exercise stringent controls over compliance with customs and tax legislation;
  • performing regular checks to see if tariff classifications and customs values applied by a client to imported goods comply with the requirements of customs legislation;
  • validating customs payment calculations, excise duty and VAT, and identifying possible inaccuracies and potential tax and customs risks.

Consulting and supporting on customs issues:

  • analysing possible options for import shipments to find the most effective one that also complies with Customs Union legislation;
  • assessing existing arrangements for import/export shipments and developing recommendations to create the most effective possible foreign trade structure in terms of tax and customs;
  • clarifying amendments to existing customs legislation to evaluate their potential impact on our clients' businesses;
  • representing our clients' interests in disputes with the customs authorities.
