Lead arrangers active in the Europe, Middle East and Africa (EMEA) region were interviewed using a structured questionnaire prepared by KPMG’s Power & Utilities Knowledge and Resource Center, regarding lenders’ views on the main aspects and perceived/actual risks of financing power and utility projects in Europe.

These issues include, but are not limited to, technology, environment, regulation, construction, operation and maintenance, and public acceptance. Information collection for the survey was carried out through personal interviews with project finance professionals from leading financial institutions, and took place primarily in late 2010 and early 2011. Participating banks were selected from the top 30 lead arrangers by deal value, as given in the 2010 league table of PFI (Project Finance International).
