“My Electric Vehicle” (“Mój Elektryk”) is a new support scheme handled by the National Fund for Environmental Protection and Water Management (NFEPWM), the goal of which is to reduce air pollutant emissions and decrease consumption of high-emission fuels in transport, primarily through co-financing purchase (or lease) of zero-emission vehicles.

Currently, the total scheme budget amounts to PLN 700 million (meaning an increase by PLN 200 million of the original amount of PLN 500 million). From 12 July 2021, applications under the scheme may be submitted by individuals not conducting business activity.

Starting from 22 November 2021, however, the scheme can be joined by entities other than natural persons, including enterprises.

The call for applications will last until 30 September 2025, provided the budget pool is not exhausted earlier.

Object of co-financing

The support will be granted in form of subsidies for the purchase of zero emission vehicles and subsidies for fees specified in lease agreements.

As defined by the scheme rules, a ‘brand-new zero-emission vehicle’ means an M1, M2, M3, N1, L1e, L2e, L3e, L4e, L5e, L6e,

or L7e-category vehicle, which comes straight from the factory and was not registered before purchase, or a vehicle purchased and registered by a car dealer, importer or leasing company, with a mileage not exceeding 50 km.

The scheme offers business entities an opportunity to be granted a subsidy for the purchase or lease of a zero-emission vehicle (an electric or hydrogen-fuelled one) with a value not exceeding PLN 225,000 gross.

The scheme covers passenger cars, vehicles for the carriage of goods, buses and L-category means of transportation (such as mopeds and motorcycles). However, the scheme will not cover hybrid vehicles. Importantly, a vehicle covered by the subsidy cannot
be re-sold for at least 24 months. 

Value of subsidy

The value of the subsidy for business will be:

  • for passenger cars (M1category):
    • PLN 18,750;
    • PLN 27,000 for a declared annual mileage of above 15k km;
  • for vehicles for the carriage of goods having a maximum mass not exceeding 3.5 tonnes (N1 category) and buses (M2 and M3 categories):
    • up to 20 percent of eligible costs, not more than PLN 50,000;
    • up to 30 percent of eligible costs, not more than PLN 70,000 for a declared annual mileage of above 20k km;
  • for mopeds and motor tricycles (L1e-L7e categories): PLN 4,000.

The cost eligibility period (during which the incurred expenditures can be claimed as eligible costs) starts on 1 May 2020 and ends on 31 December 2025.

The eligibility of costs is determined in accordance with the scheme guidelines. Eligible costs cover expenses related to the purchase of zero-emission vehicles in the specified categories, as well as down payments and transfer fees (up to 1.5 percent of the down payment) set out in agreements of lease for zero-emission vehicles.
