The Bureau of Internal Revenue (BIR) issued the following:


BIR Advisory dated 10 May 2022 on planned downtime of the following BIR systems for systems maintenance


•    Electronic Filing and Payment System (eFPS)

•    Electronic Registration (eREG) System


Period covered is from 5:00 p.m. 12 May 2022 (Thursday) to 6:00 a.m. 17 May 2022 (Tuesday).


BIR Advisory dated 11 May 2022 provides the guidance for the unavailability of the eFPS from 5:00 p.m. 12 May 2022 (Thursday) to 6:00 a.m. 17 May 2022 (Tuesday) due to system maintenance.


eFPS taxpayers may manually file returns which deadline falls on the abovementioned dates and pay the corresponding taxes due thereon thru the dearest Authorized Agent Banks (AABs) and the Revenue Collection Officers (RCOs) without penalties for wrong venue of payment.


For payment thru RCOs, concerned eFPS taxpayers may pay in cash and check regardless of the amount provided that the check shall be made payable to the BIR, with or without “IFO Name and TIN of the taxpayer” written on the check, as previously required; and that the name and branch of the received AAB need not be indicated therein.


Taxpayers may also file returns through eBIRForms System and pay taxes manually thru the above-mentioned venues or pay through the following electronic payment (ePAY) facilities:


•   Land Bank of the Philippines’ (LBP) Liz. Biz Portal

•   Development Bank of the Philippines’ (DBP) Pay Tax Online
•   Union Bank of the Philippines’ (UBP) Online/The Portal
•   InstaPay using UPAY Facility of UBP


Electronic payments may also be made through the BIR Taxpayer Software Provider (TSP) such as GCash, PayMaya and MyEG.


BIR Bank Bulletin No. 14-2022 dated 11 May 2022 for acceptance of certain tax returns/payments of internal revenue taxes due to the unavailability of the eFPS.


Due to the unavailability of the eFPS for their scheduled system maintenance from 5:00 p.m. 12 May 2022 (Thursday) to 6:00 a.m. 17 May 2022 (Tuesday), taxpayers enrolled in eFPS are advised to file the returns manually and pay the corresponding taxes due thereon with the AABs notwithstanding the Revenue District Office jurisdiction.


All AABs are advised to accept the out-of-district returns, and the corresponding payment of taxes due thereon from taxpayers enrolled in the eFPS without the corresponding penalties for wrong venue payment of taxes from 13 May 2022 to 16 May 2022. The existing procedures in the processing of out-of-district returns and payment of taxes shall be followed.
