ADVISORY (MANAGEMENT CONSULTING) - STAKEHOLDER ENGAGEMENT AND COMMUNICATIONS EXPERT

 

Responsibilities

  • The stakeholder engagement and communications expert will be responsible for maintaining close and open engagement and linkages with the project’s internal and external audiences, national and local policy and implementing partners and stakeholders, groups, institutions, and beneficiaries as well as the general public through various multi-media, communication, and social media platforms.
  • The national stakeholder engagement and communications expert will have the following specific tasks:
    • (i) Prepare and implement the LGRP’s Communication, Stakeholder Engagement and Advocacy Plan, in collaboration with the IEC Specialist, on the Project’s key valuation policy and institutional reform agenda and component output programmes;
    • (ii) Identify, prepare and develop strategic and specific stakeholder engagement, advocacy and communications plans, programmes and activities, including targeted multi-media campaigns and public perception surveys, on the Project’s policy reform initiatives, outputs, and accomplishments to its external and internal stakeholders, local and national partners, beneficiaries and the general public thus soliciting sustained public support for the LGRP’s objectives;
    • (iii) Develop and produce various multi-media communications, advocacy and knowledge and information materials on the Project’s outputs, accomplishments and activities to targeted local and national stakeholders and audiences; and, ensure that all project materials are consistent with ADB Communications and Publications Guidelines;
    • (iv) Establish and maintain linkages with the corresponding Communications focal persons of each of the LGRP’s stakeholders -- sustaining the collaboration with them viz. dissemination of the Project’s communication materials;
    • (v) Maintain and keep active the communication channels of the Project and that of BLGF, including but not limited to official Facebook, LinkedIn and Twitter accounts, etc. 
    • Establish and maintain the collaboration of the above accounts vis-à-vis the (i) transparency portal and (ii) e-Learning platform (i.e. per Output 4);
    • (vi) Perform other relevant tasks as may be identified and deemed appropriate by the (i) PMU PM/TL and (ii) BLGF Executive Director and/or BLGF LGRP Project Director, which are crucial towards achieving the Output objectives enumerated above. 

 

Qualifications

  • Must have a post-graduate degree in communications, development communication, journalism, mass media, advertising and marketing, community development, social sciences, public administration, and information technology;
  • Must have at least fifteen (15) years of experience working in national mass media campaigns and social marketing, multi-media and audio/visual communications, strategic and critical media public relations, high-level advocacy/social mobilisation and coalition building, social media and web-based platforms; working in national communications and advocacy projects on public finance, taxation and revenue generation will be an advantage;
  • Must have experience in conceptualizing and formulation of perception and KAP surveys;
  • Must have at least three (3) years of experience working on policies that required high-level public communication, stakeholder engagement and advocacy, under international development partner-funded projects;
  • Extensive multi-media and social media contacts and networks;
  • Excellent writing, editing, communications, facilitation and analytical skills;
  • International experience is an advantage;
  • Must be registered in the ADB CMS/CSRN consultants network.
