Almat joined KPMG Kazakhstan team in 2020. Almat has 15 years of professional experience in the customs sphere, 9 of which were held in the company of JSC NC "KazMunayGas". Almat's experience also includes work in the customs authorities, where he headed the department for the organization of customs control at customs posts of the Department of Customs Control for Astana of the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan. Almat also held a senior position in the Customs Policy Department in the Ministries of Finance and National Economy of the Republic of Kazakhstan, where he engaged in the formation of the national customs policy and the organization of normative work to improve the customs legislation of the EAEU and Kazakhstan, interacted with the deputies of the Parliament of Kazakhstan. Almat participated in the development of the Customs code of the Customs Union and other institutional agreements on establishment of the Customs Union, the development of the Customs code of the Eurasian Economic Union, the Treaty on the Eurasian Economic Union, in alignment of customs legislation of the RK in accordance with the legislation of the EAEU, in establishing the scale of calculation of customs duties and resolving issues related to the importation and exportation of goods under subsoil use contracts. Almat has extensive experience in organizing normative work to improve the current customs legislation, including the formation of the Kazakhstan block of legislative initiatives with their subsequent promotion on the negotiating platforms within the framework of the EAEU. Almat also has extensive experience in appealing and challenging decisions of customs authorities, developing and promoting legislative initiatives of oil and gas companies in the state bodies of the RK and at the sites of the EAEU, identifying and assessing customs risks in large investment projects for the development of new fields, construction, modernization of plants and modification of equipment, etc.
