Judith Erone

Director, KPMG IDAS Africa Practice Uganda

KPMG East Africa

Judith is currently a Director in KPMG with over 18 years of experience in public financial management. She is a Fellow of the Association of Chartered Certified Accountants and a member of the Institute of Certified Public Accountants of Uganda, with post registration experience of over 10 years in  conducting independent verification and results monitoring of donor funded programmes and institutions, conducting institutional reviews and assessments, conducting value for money audits, overseeing procurement agency assignments, conducting quality assurance assessments, conducting risk based internal audits, and providing financial management capacity building services, among others.

 

Key assignments where Judith has been involved include the following: Independent verifications and results monitoring of the Uganda Clean Cooking Supply Chain Expansion Project under Private Sector Foundation Uganda (a programme funded by the World Bank to a tune of USD 2.2 million); independent performance assessments of specified Municipal Local Governments and the Ministry of Lands, Housing and Urban Development on the minimum conditions and performance measures for accessing the Uganda Support to Municipal Infrastructure Development Grants (a Program for Results currently funded by the World Bank to a tune of USD 360 million over a five year period); quality assurance of the Local Government annual performance assessments conducted for the financial year 2017 for Office of the Prime Minister; independent verification and procurement audit of school based procurements under the Universal Post Primary Education and Training Programme (Programme was funded by the World Bank to a tune of about USD 150 million); Midterm review of the construction of the six rural distribution lines in Uganda under the Rural Electrification Agency (funded by the Norwegian Ministry of Foreign Affairs); institutional assessments for Regional Universities Forum for Capacity Building in Agriculture; pre-grant fiduciary risk assessments for organisations requesting for funding from TradeMark East Africa, DFID and USAID Uganda; provision of technical assistance and capacity building to Uganda Health Marketing Group in strengthening its financial management systems and organizational practices (under USAID funding); strengthening the financial management systems and capacity building for Inter Religious Council of Uganda (under USAID funding); financial management monitoring of Uganda Human Rights Commission (funded by the Democratic Governance Facility); financial and administrative capacity development of twenty two Democratic Governance Facility implementing partners; review of the Agricultural Business Initiative Trust for the period 2014 to 2018; and provision of procurement agency services to the Agricultural Business Initiative Trust.

 

Prior to joining KPMG, Judith worked as a Project Accountant for the Capital Markets Project, a Project that operated under the US Treasury, where she was involved in providing  comprehensive accounting advice with respect to financial statement presentation issues for specific companies that intended to be listed on the Uganda Securities Exchange (USE); and also undertook due diligence reviews to assess the companies’ financial capabilities to issue shares to the public, and ensured that the financial statements presented complied with the International Financial Reporting Standards.

 

Prior to joining the Capital Markets Project, Judith worked with Ernst & Young for four and a half years where she performed statutory and management audits, and accountancy assignments for various organizations; prepared comprehensive company and financial institution financial statements, as well as comprehensive internal control reports; audited and reviewed reports of donor funded projects such as USAID and European Union funded projects; and oversaw the de-commitment and closure of EDF funded projects in Uganda in the Aid Liaison Department, Ministry of Finance, Planning and Economic Development.
