Amber Dubey is a Partner at KPMG in India, and heads the Aerospace and Defense sector at the firm. He is an alumnus of IIT Bombay and IIM Ahmedabad and has professional experience of over 26 years.
Amber and his team have carried out several engagements with Ministry of Civil Aviation (MoCA), Airports Economic Regulatory Authority (AERA), Airports Authority of India (AAI). He has worked with several airports and airlines in India and Middle East in areas like strategy, finance, regulatory, digital and cost optimisation.
Amber has worked closely with MoCA in the drafting of the National Civil Aviation Policy (NCAP 2016) and the policy framework for the Regional Connectivity Scheme (RCS). He had earlier assisted MoCA in drafting the 12th Five Year Plan for aviation. He is currently assisting MoCA on India’s national airport strategy (NAS 2018) and the model concession agreements (MCA) for greenfield and brownfield airports.
Amber has been the transaction adviser to the governments of Maharashtra, Goa and Andhra Pradesh for greenfield airports at Navi Mumbai, Mopa and Vizag respectively. He has assisted MoCA and AAI in engagements like the hive-off plan for AAI’s Air Navigation Services; business plan for satellite based air navigation (GAGAN); establishment of National Aviation University; AAI’s ground handling strategy; and feasibility analysis for Juhu and Rohtak Airports. He has assisted AERA in tariff determination at several airports.
On the defence side, Amber and his team have worked with Ministry of Defence (MoD), public sector undertakings and private companies in India and overseas, in areas like strategy, M&A, regulations, offsets and supply chain optimisation.
Amber is Co-Chairman (Aviation) at US India Business Council (USIBC), American Chambers of Commerce (AmCham), and a key member of the aviation committees of FICCI and ASSOCHAM. He works closely with industry associations connected to airlines, airports, MRO, air-cargo and general aviation.
In 2012, Amber was honoured for ‘Valuable contribution to Indian aviation’ by the Hon’ble Minister of Civil Aviation. In 2017, he was nominated by the Hon’ble President of India as member of the Academic Council of the Rajiv Gandhi National Aviation University (RGNAU). In July 2018, Amber was nominated by the Hon’ble Defence Minister as special invitee to the Capital Projects Review Committee (CPRC) that reviews progress of critical modernization projects of the Indian armed forces.
