The Organisation for Economic Co-operation and Development (OECD) adopted in July 2013 the Action Plan for "Base Erosion Profit Shifting". The BEPS regards tax planning strategies that take advantage of gaps and inconsistencies in international tax rules and result in the artificial transfer of profits in countries with low tax rate and little or no economic activity.
At a time where there is no tolerance for tax evasion, the BEPS Action Plan was commissioned by the G20 countries and supported by all European governments. Once the recommendations of the OECD are finalized each government will determine how they will act.
