La infraestructura es un determinante básico del desarrollo económico. Varios autores especializados en esta temática (por ejemplo, Aschauer), aseguran que la contribución de la obra pública y la infraestructura al crecimiento, la productividad, la equidad e, incluso, a la reducción de la pobreza, es altamente significativa para la mayoría de los países. Esta ponderación ha sido también señalada por la Organización de las Naciones Unidas (ONU) en su propuesta de metas de desarrollo sustentable, desde que alrededor del 75% de estos objetivos dependen en todo o en algún grado de nueva o mejor infraestructura.
