Announcement on Streamlining the Approval and Supervision of Art Works under Comprehensive Bonded Zones （GAC and MCT Announcement  No.67）
To comply with “streamline administration, delegate powers, and improve regulation and services” of the State Council and promote development of Comprehensive Boned Zones, according to Several Opinions of the State Council on Promoting High Level Opening-up and High Quality Development of Comprehensive Bonded Zones (Guo Fa  No. 3), the General Administration of Customs and the Ministry of Culture and Tourism decided to streamline the approval and supervisory procedures of art works under Comprehensive Bonded Zones.
The announcement entered into force immediately after release.
Announcement on the Implementation of Pilot Facilitation---“First Declaration and then Verification” for CCC Exemption of Imported Vehicle Parts (GAC Announcement  No. 87)
To further optimize business environment and promote of cross-border trade facilitation, GAC implements pilot facilitation , which is “first declaration and then verification”, for China Compulsory Certification (CCC) Exemption of imported vehicle parts. For those imported vehicle parts (Please find qualified HS code in Annex1) that can be exempt from CCC, declaration companies can pick up goods from port by declaring with self-declaration of CCC Exemption (see Annex 2 for the reference format) issued by consignee and complying with the requirements of Guide of CCC Exemption of imported vehicle parts (Refer to Annex 3). The announcement became effective on 16 May 2019.
Announcement on Full Implementation of the TIR Convention Programme (GAC Announcement  No. 90 )
In order to promote the implementation of the TIR Convention Programme, the GAC decided to fully implement the TIR Convention on the basis of the previous pilot. Other matters related to the pilot programme for the implementation of the TIR Convention will be governed by GAC Announcements  No. 30,  No. 42 and  No.41. The announcement became effective on 25 June 2019.
Announcement on Cancellation of Certificate of Foreign Exchange Collection and Payment of Customs Declaration and Customs Verification Sheet (GAC and SAFE  No.93)
To deepen reform paperless for declaration, improve foreign exchange service and regulation of commodity trade, reduce circulation of papery documentation, and optimize business environment, the General Administration of Customs and the State Administration of Foreign Exchange decided to cancel certificate of collection and payment of customs declaration and customs verification sheet under processing trade. When enterprises need to submit papery declaration form during foreign exchange collection and payment business and write-off of processing trade business, they can print the declaration in A4 paper through China Electronic Port and stamp the official seal of the enterprises.
This announcement shall be implemented with effect from 1 June 2019.
Announcement of the Customs Tariff Commission of the State Council on the Pilot Program of Excluding Certain Eligible Products from Tariff Hikes against the United States (CTC Announcement  No. 2 )
In accordance with the Customs Law of the People‘s Republic of China, the Foreign Trade Law of the People’s Republic of China, the Regulations of the People‘s Republic of China on Import and Export Duties and other relevant laws and regulations, the Customs Tariff Commission of the State Council has decided to launch a pilot program of excluding certain eligible products from tariff hikes against the United States. This announcement outlines that products could be granted exclusion from paying retaliatory tariffs if they meet with certain criterion and retaliatory tariffs can be refunded for products that fulfil with certain conditions.
Announcement of the Customs Tariff Commission of the State Council on Raising Tariff Rates on US Origin Products (CTC Announcement  No. 3 )
Pursuant to the Foreign Trade Law of the People's Republic of China, the Regulations of the People's Republic of China on Import and Export Duties and the basic principles of international laws, the Customs Tariff Commission of the State Council has decided to raise the tariff rates on US origin products with effect from 1 June 2019. Announcement is hereby made on the relevant matters as follows:
1. Tariff rates on Announcement of the Customs Tariff Commission of the State Council on Imposing Additional Tariffs on Approximately $60 Billion Worth of US Origin Products (Tariff Commission Announcement  No. 8) shall be raised, and implemented in accordance with the tariff rates announced in the Announcement of the Customs Tariff Commission of the State Council on Imposing Additional Tariffs on Certain US Origin Products (Second Batch) (Tariff Commission Announcement  No. 6). Namely, impose tariffs of additional 25% on commodities under 2493 HS codes set out in Appendix 1; impose tariffs of additional 20% on commodities under 1078 HS codes set out in Appendix 2; and impose tariffs of additional 10% on commodities under 974 HS codes set out in Appendix 3. Impose tariffs of additional 5% on commodities under 595 HS codes set out in Appendix 4.
2. Other matters shall be handled pursuant to the Tariff Commission Announcement  No. 6.
Announcement on Filing Expiry Review Investigation into the Anti-dumping Measures against Imports of Heat-resistant Pressure-bearing Seamless Alloy Steel Tubes Originating in USA and EU (MOFCOM Announcement  No. 20)
According to Article 48 of the Anti-dumping Regulations, MOFCOM decided to start the expiry review investigation into the anti-dumping measures applicable to the heat-resistant pressure-bearing seamless alloy steel tubes originating in USA and EU on May 10, 2019.
According to the proposal of MOFCOM, the Customs Tariff Commission of the State Council has decided to continue to impose the anti-dumping duties on the heat-resistant pressure-bearing seamless alloy steel tubes originating in USA and EU according to the tariff scope and tariff rates specified in MOFCOM Announcement  No. 34 during the expiry review investigation period.
Announcement on the Preliminary Ruling of Anti-dumping Investigation into imports of Phenol Originating in USA, the EU, the Republic of Korea, Japan and Thailand. (MOFCOM Announcement  No. 22)
The Investigation Authority has decided to carry out the interim anti-dumping measures by levying margin according to Article 28 and Article 29 of the Anti-dumping Regulations. As of May 27, 2019, importers shall pay the relevant margin to the Customs of the People's Republic of China (hereinafter referred to as the Customs) at the rate determined by this ruling for each company when importing the Products under Investigation.
The margin is levied by means of ad valorem on the basis of dutiable value authorized by the Customs, and the formula is: margin = (dutiable value authorized by the Customs * levying rate)* (1+ import value-added tax rate).

Announcement on the Implementation of the Review of Customs Declaration Error Records（Tianjin Customs Announcement  No. 4）
According to the Announcement on Administrative Provisions of the Customs of the People‘s Republic of China on the Registration of Customs Declaration Entities (GAC Order No.221), customs records the declaration errors when declaration entities go through customs declaration formalities
Declaration entities may search their declaration errors through “Customs and Enterprise Cooperation Platform(URL：http://jcf.chinaport.gov.cn/jcf)” (关企合作平台) in “Enterprise Import and Export Credit Management System”.
Beijing Customs Announcement  No. 11
According to the Announcement  No. 14 of the General Administration of Customs and the State Administration for Market Regulation (GAC and SAMR  No.14 ), Beijing Customs will no longer issue the "Registration Certificate of Customs Declaration Entity" (consignee and consigner of import and export). Under the Beijing Customs District, the consignee and consigner of import and export can print the registration receipt online through the “single window” of international trade (URL: http://www.singlewindow.cn), and affix the Customs seal if they want to obtain written registration information.
Measures for Haikou Customs to implement “Several Opinions of the State Council on Promoting High-level Open and High-quality Development of Comprehensive Bonded Zones”
In order to implement “Several Opinions of the State Council on Promoting High-level Open and High-quality Development of Comprehensive Bonded Zones (Guofa  No.3)” and support the development of special customs supervision areas in Hainan Province, the following measures are formulated: 1. Support the innovative development of cross-border e-commerce; 2. Support the parallel import of bonded automobile warehousing and display business; 3. Support the development of diamond and jewellery business; 4. Support the development of futures delivery business; 5. Optimize the supervision mode of cultural and artistic works; 6. Reproduce and popularize the Customs Innovation System in FTA; 7. Simplify declaration procedures of front line; 8. Optimize the supervision of financial leasing business; 9. Optimize the inspection mode of biological products; 10. Support the integration and transformation of Yangpu Bonded Port Area.
Announcement on the Optimization of the Health and Quarantine Approval Process for Special Items（Guangzhou Customs Announcement  No. 2）
In order to simplify the administration of power and improve the efficiency of customs clearance, the relevant matters concerning the optimization of the health and quarantine approval process for special items are as follows:
I. Decentralize approval permission of health and quarantine for D-class special items. (Effective date: 13 May 2019)
II. Shorten the approval time for importing and exporting special goods. (Effective date: 13 May 2019)
Chongqing Customs Announcement on the Adjustments to the Confirmation Work Outside of CCC Catalogue
In order to further promote trade facilitation and optimize the business environment, Chongqing Customs has made adjustments to the confirmation work out of CCC catalogue. When the compulsory certification product and the common commodity share one same HS code, the enterprise may declare it according to the issued by Chongqing Customs within the validity period. Chongqing Custom "Statement of product outside of CCC Catalogue ”, or may also declare it according to the original “Confirmation of product outside of CCC Catalogue” s will no longer accept applications outside of the enterprise catalogue. The enterprise should bear the main responsibility for the authenticity and validity of the statement. For entities make false report by declaring compulsory certification products in the name of ordinary commodities, Chongqing Customs will investigate and punish consignees in accordance with the law. The announcement was effective from 27 May 2019.
Announcement on the Adjustment to the Code of Dangerous Goods Packaging Manufacturing Enterprises.（Xi’an Customs Announcement  No. 16）
In accordance with the GAC Announcement on Adjusting the Production Enterprise Codes of Packaging Containers for Dangerous Export Commodities (GAC Announcement  No. 15) Xi'an Customs adjusted the code of dangerous goods packaging manufacturing enterprises.
Enterprises that have obtained the code before the issuance of this announcement can apply for the "Inspection Result of Entry-Exit Goods Packaging Performance" according to the original code by June 30, 2019, but the code change must be completed by June 30th. From July 1, 2019, the Customs will no longer accept the application for packaging performance inspection of the original code.
