A more open economy? The Decision’s impact on China’s ODI and FDI activities

The Decision will remove some of the major obstacles for Chinese enterprises seeking to engage in overseas projects. It will also provide better service and guidance to enterprises, as part of an effort to encourage outbound investment. The Decision also makes references to reform measures that are aimed at building a fairer and more transparent system of market access and administration for foreign companies. This includes lower or eliminated entry barriers for a number of industries (e.g. financial services, child and elderly care, etc.), in a bid to attract more inbound investment to China.
