The Hong Kong Monetary Authority (“HKMA”) released, for consultation, a Supervisory Policy Manual (“SPM”) on Operational Resilience (“OR-2”) on 22 December 2021. OR-2 outlines HKMA’s supervisory approach to operational resilience and provides Authorised Institutions with guidance on the general principles which they are expected to follow when developing their operational resilience framework. There will be significant effort required to define critical operations, build operating models, implement and test to demonstrate operational resilience. Board and Senior Management will be accountable to the HKMA and will need to confirm that the Bank is “Operationally Resilient”. Banks will have 12 months to develop their framework and a further 24 months to become operationally resilient.

We will help analyse the HKMA’s new requirements by identifying regulatory expectations, share KPMG’s global expertise and experience, and translate this into what it means for a Hong Kong bank to be operationally resilient.
