Last Saturday (20 October 2018) draft implementation guidance for the PRC Individual Income Tax (IIT) reforms was issued for consultation (closing on 4 November 2018). When released earlier this year, changes to the tax residency rule and itemised deductions created significant uncertainty for employers and employees in the PRC. The draft implementation guidance clarifies some of these uncertainties but others unresolved. We highlight the key updates below:
While the tone of the draft implementation guidance is very positive for expatriates and it appears the administration of itemised deductions may be simplified, employers and employees need to be aware of the coming changes and the implications for them.
