Howard is the lead partner of KPMG Law’s Canadian, US and Global Immigration practice and a partner in its affiliated firm, KPMG in Canada. Prior to joining KPMG in November of 2012, Howard was the Managing Partner of the leading Canadian immigration law firm, Greenberg Turner.
With over 30 years of experience, Howard is a leading practitioner in the field of Corporate Immigration. He is a Certified Specialist in Immigration Law and specializes in providing strategic immigration advice to multi-national corporations. His robust practice includes facilitating entry to Canada for senior executives, professionals, specialized knowledge workers, business visitors, and more. Howard also leads the development of global technology solutions at KPMG Law and founded the KPMG Immigration Analytics Group – a think tank that provides insight and research on Canada’s immigration landscape.
Howard is a past Chair of the Citizenship and Immigration Law Specialization Committee of the Law Society of Upper Canada, responsible for certifying lawyers in this practice field, a past Chairperson of both the Canadian Bar Association’s National Immigration Section and the Citizenship and Immigration Section of the Canadian Bar Association (Ontario), and a past Co-chair of the Immigration and Nationality Law Committee of the International Bar Association. He is recognized for his expertise by numerous legal publications and international organizations, including as a Best Lawyer in 2020.
Howard is a frequent speaker on various critical topics at the International Bar Association conference; Canadian Employment Relocation Council Conference; the Law Society of Upper Canada Annual Immigration Law Summit; the Canadian Bar Association National Citizenship & Immigration Conference; Insight; Canadian Institute; and the Engineering Human Resources Association conference.
Howard has also appeared before the United States House of Representatives Subcommittee on Immigration to provide expertise on the workings of the Canadian immigration system as part of US comprehensive immigration reform.
In addition to leading KPMG Law’s Immigration practice, Howard has also been a part-time professor at the University of Ottawa, Faculty of Law, teaching Corporate Immigration Advocacy.
