The BULSTAT Register becomes fully electronic

Amendments to the BULSTAT Register Act were promulgated in the State Gazette, issue 8 dated 29 January 2016. They envisage that the BULSTAT Register shall become fully electronic, modelled on the Commercial Register at the Registry Agency.


Each person, subject to entry in the Register, shall have an electronic batch, where all information and documents shall be kept. The access to the Register shall be free of charge and the information contained in it shall be publicly available, except for the classified information.

The amendments introduce new proceedings to be followed at the BULSTAT Register with regard to the entry of circumstances in the Register. Along with applications submitted on paper, the entry shall be possible by virtue of a submission of an electronic application form.

In view of the digitalization of the BULSTAT Register, there will no longer be a requirement for the issuance of identification cards to the persons entered in the register. Pursuant to the amendments, when the BULSTAT code of a person is indicated, the courts, state and local authorities, banks and other bodies are to perform ex officio checks of the entered circumstances with regard to the respective person and not to require written references and certificates.

The amendments to the BULSTAT Register Act shall enter into force on 1 May 2016 due to the need to ensure technical conditions for the implementation of the relevant features in the information system of the BULSTAT Register.
