Helping to save endangered species
The Bulgarian Society for the Protection of Birds (BSPB) is a Bulgarian non-governmental organization (NGO) engaged in nature conservation – conservation of wild birds and their habitats. By defending the right of existence of wildlife, BSPB aims at sustainable use of natural resources.
BSPB has active membership and structures across Bulgaria, and is also a partner of BirdLife International, a global nature conservation organization.
BSPB implemented the first project in Bulgaria funded via the European Union (EU) environmental programme LIFE+. It lacked previous experience with EU financial reporting requirements and best practice for LIFE+ projects.
BSPB’s project focused on two globally threatened species, aiming at increasing their population, conservation and preventing extinction. It was implemented in a number of Natura 2000 sites and our client worked in partnership with a power company to insulate dangerous power-line pylons to prevent accidental electrocutions.
KPMG performed an audit of the financial statements of BSPB’s project implemented by the client as a co-ordinating beneficiary with the participation of project associated beneficiaries from across Europe.
The KPMG team identified weaknesses and issues with costs’ eligibility and discussed with the client the risks of eventual rejection of the costs based on the LIFE+ Common Provisions requirements. We also presented best practices and gave constructive feedback based on our experience with other EU funded projects. Over a number of meetings, we assisted the BSPB in
clarifying the questions which came up with the European Commission prior to submitting the final report.
An award as an end result
Through our audit work, we supported BSPB implementing an environmental programme and contributed to preserving biodiversity. For its work, our client received a Natura 2000 Conservation Award.
