A draft law on amendments to the Customs Code

A draft law on amendments to the Customs Code was submitted to the Milli Majlis of the Republic of Azerbaijan and already passed first reading. Key points for the proposed changes are as follows:

1. The list of documents and information required by the customs authorities in the provisions of the Customs Code shall be determined by the relevant executive authority.

2. According to the draft amendments, the following types of notifications and information can be provided not only in written but also in electronic form:

  • Terms defined for users
  • Mandatory decisions by customs authorities
  • The contents of the customs declaration and the supporting documents submitted together with it
  • Approvals for safe export delivery system
  • Coverage of customs debt
  • Applications for customs clearance of goods by physical persons

3. According to the new draft law the only document required for re-loading of goods - the Cargo Declaration has been canceled. This change may require further documents.
