Tim White leads KPMG’s national water regulatory practice, with more than 15 years’ experience providing strategic regulatory advice to utilities (both public and private sector), economic regulators and governments around Australia. Tim also leads KPMG’s service offering to the Victorian water sector.
Tim led KPMG’s team that advised the Essential Services Commission is designing the PREMO assessment framework, and subsequently supported 13 of Victoria’s authorities in preparing their 2018 price submission, in response to this new framework. Tim advised 3 of the 4 fast-tracked businesses, and the authority awarded ‘leading’ status under PREMO – Goulburn Valley Water.
More broadly, Tim has experience in the areas of regulatory strategy and reform: the development, submission and defence of regulatory pricing submissions; independent review services; tariff design; project management; customer engagement; financial modelling; and water supply and demand forecasting.
